Kinston Native Leo Lockhart Honored with NCADA Official of Excellence Award
Kinston native and local sports official Leo Lockhart has been recognized with the prestigious NCADA Official of Excellence Award, celebrating a remarkable 27-year career in officiating. The award, given to regional supervisors or certified officials who demonstrate leadership, professionalism, performance, selfless service, and training for the betterment of officiating, highlights individuals known for their integrity and high character.
Lockhart's journey began as a standout athlete at Kinston High School, where he earned the titles of Most Outstanding Male Athlete and Most Valuable Player in 1987-88 and was selected as All-Conference in basketball in the Big East AAAA Division 1. After attending Louisburg College, he played for NBA Hoop It Up from 1992 to 1998 in various cities nationwide.
It was at the local Boys & Girls Club, while working with youth sports, that Lockhart was introduced to officiating by Anthony Loftin and Tommy Mattocks. Over the years, Lockhart has become one of the most respected officials in high school and college basketball, known for his comprehensive knowledge of the game's rules, elite fitness level, and his ability to quickly identify and address situations on the court. Coaches, players, and fans appreciate Lockhart's professionalism and rapport with all involved.
Lockhart's expertise extends beyond basketball, as he has also excelled in baseball. At one point, he was selected to fill in for a professional Single A Baseball umpire, leading to two seasons working in the Carolina League as a Class A baseball umpire.
Always eager to learn, Lockhart continues to observe officials at various levels and serves as a mentor and valuable resource for up-and-coming officials. In recent years, he has taken on additional roles, such as scheduling and assigning referees and providing technical support during referee meetings.
Lockhart is also committed to the future of youth and college sports, sharing information and opportunities to strengthen the outlook for officiating in today's changing landscape. In January 2023, Shane J. Aube highlighted Lockhart's career on The Bryan Hanks Show, showcasing his achievements as a favorite athlete and an acclaimed official in his hometown of Kinston.
Throughout his career, Lockhart has received numerous accolades, including the NCHSAA Dick Knox Distinguished Service Award for both volleyball and baseball. He has officiated numerous finals, championships, and tournaments across various sports and levels, including high school, collegiate, and professional leagues.
Despite the challenges that come with being an official, Lockhart remains dedicated to providing fair games and maintaining integrity in sports. He notes that rudeness and abuse from fans have increased, making it difficult for new officials to stick with the job. Lockhart believes that accountability is crucial to maintaining respect for officials and the game itself.
